About us:

Since it was founded in 2009, the Asia Pacific Transgender Network (APTN) has grown to become a credible platform and voice for transgender people in Asia and the Pacific, working to ensure that their needs and rights are represented politically, socially, culturally and economically. APTN addresses trans-specific issues including vulnerability to gender-based violence, stigma and discrimination, risks for HIV infection, and health issues stemming from almost complete lack of access to appropriate health and medical care. The network serves as a platform for trans people  to advocate for access to health, legal gender recognition, legislative reform, social justice and human rights and to exchange information and strategies with each other.  

APTN has published several key reports, policy and technical briefs that have been used to inform programmes, policy and laws. Legal gender recognition deeply impacts the livelihood of trans and gender diverse people and is critical to ensure their dignity, rights and security. APTN is committed to working to ensure that so long as gender exists as a legal classification, that all people in Asia and the Pacific have access to identity documents that reflect their self-defined gender. 

APTN envisions a society that upholds, respects, and protects the diversity, safety, equality, and dignity of trans people; the mission of APTN is to mobilise and advocate for the human rights of trans people in the Asia and the Pacific region.


Under APTN’s healthcare pillars in its 2018-2020 Strategic Plan, APTN will build upon the Asia Pacific Trans Health Blueprint (2015) and the recommendations and road maps developed from the From Barriers to Bridges (FB2B) Conference (2017), to improve access to trans-competent HIV and healthcare services for trans people in the Asia and the Pacific region, and to establish mechanisms and enable advocacy holding governments and healthcare providers accountable for meeting their commitments to rights-based trans-competent healthcare. 

The development of this transgender healthcare and rights toolkit has been identified as a priority need in the Asia and the Pacific region. This was highlighted on several reports and studies such as the latest country needs mapping conducted by FHI 360 in August 2019 across high priority countries in the region; the Regional Mapping report on Trans Health, Rights and Development in Asia (2017); the Key Population Research and Advocacy (KPRA) multi-country community-led study among trans people conducted in Southeast Asia and South Asia; and the Social Experiences Study among trans and gender diverse people in the Pacific. The sub-regions covered under this scope of work are South Asia, Southeast Asia and the Pacific. This work is supported by the Key Population Investment Fund (KPIF-EpiC) through FHI360, Robert Carr Fund (RCF) and Global Equality Fund (GEF).

Scope of Work:

The consultant will assist APTN in developing and a regional transgender healthcare and rights toolkit based on the Asia Pacific Trans Health Blueprint, the research findings under the KPRA study, and the trans health and rights mapping report. This will be done in consultation with key national/regional stakeholders and technical partners such as the Institute of HIV Research and Innovation (IHRI). This process will include a desk review on existing trans health training modules and guidances, an analysis of integration and complementing existing healthcare modules, and adapting it to be relevant and applicable for the Asia and the Pacific region for the development of the toolkit.The developed guidance documents and training guides for peers and professional healthcare providers must be embedded on a rights-based framework. The toolkit is aimed to be made available online through APTN’s online platforms, and also be delivered through national training of peers and professional healthcare providers in selected countries in Asia and the Pacific.

The following contents of the toolkit are not an exhaustive list and will be finalised together with the selected consultant(s).

Healthcare guidance and modules:

  • Gender, Sex and identities (SOGIESC 101)
  • Gender-affirming care and Surgery (e.g. preparations, HRT, surgery pre/post-care, etc.)
  • Mental health
  • Sexual and reproductive health
  • HIV prevention and cascade of services for all gender couples
  • Creating a welcoming and enabling environment
  • Other trans-related health concerns 

Rights-based guidance and modules:

  • Principles on the provision of care and caregivers obligations (healthcare sensitisation)
  • International frameworks and classifications of diagnosis
  • Rights to health and self-determination, policy considerations, social and legal aspects
  • Reporting violations, protection of human rights and more

Consultant(s) should include in their inception proposal a timeline for the development of the documents, including a process for consultation with country partners.The ultimate goal of this toolkit development is to built on existing knowledge, increase awareness, and develop a skilled cadre of peers and professional healthcare providers in their respective countries. The topics covered under the training include but are not limited to: sexual orientation, gender identity, expression, and sex characteristics (SOGIESC); depathologisation of trans persons and identities; stigma and discrimination; HIV, sexual and reproductive health and healthcare access – both general and transition-related.

Tasks and Deliverables include the following:

  1. Develop an inception report
  2. Conduct desk review of existing modules, guidelines and toolkit
  3. Consult country partners to gather inputs for the toolkit
  4. Develop the draft transgender healthcare and rights toolkit
  5. Disseminate draft toolkit to technical and peer reviewers (two rounds of review)
  6. Consolidate comments, revise the toolkit and submit the final version
  7. Develop training guide and Powerpoint presentations for rolling-out of the toolkit

Duration of Assignment: 

As per the objectives of the assignment and the scope of work, the time frame for this contract is for a maximum 30 days work over the period from July to November 2020.

Provisions of monitoring and progress updates: 

The Consultant(s) will directly report to the APTN team. The Team will communicate and work closely with the Consultant to ensure quality and timely delivery of expected outputs. 


  • Post-graduate degree in a development or medical relevant field for example: Public Health, Health Social Sciences, Community Development, Human Rights and Policy Development, or equivalent experience;
  • At least 7 years of professional experience working on HIV, health, gender-affirming care, human rights, policy and development in the Asia Pacific region;
  • Excellent writing skills and developing toolkits, modules and guidelines on transgender-related issues; 
  • Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities;
  • Previous professional experience with the community organisations and other international development organizations in this or a related field would be considered an asset;
  • Ability to work with people with different genders, sexual orientation, race, nationalities, ages, religions, cultures, etc.;
  • In depth understanding of knowledge and experiences of issues affecting trans communities 
  • Excellent command of both written and spoken English 
  • Excellent computer skills, proficient in Microsoft Office
  • Experience working with the transgender community is a plus

Remuneration: USD 15,000.00 (lump sum amount)

The Consultant(s) must send a financial proposal based on the lump sum amount. The total amount quoted shall be inclusive of  all costs components required to perform the deliverables identified in the TOR, including professional fee and any other applicable costs to be incurred by the Consultant(s) in completing the assignment. 

The appointed consultant(s) must complete a conflict of interest and confidentiality declaration.
