About us:
Since it was founded in 2009, the Asia Pacific Transgender Network (APTN) has grown to become a credible platform and voice for transgender people in Asia and the Pacific, working to ensure that their needs and rights are represented politically, socially, culturally and economically. APTN addresses trans-specific issues including vulnerability to gender-based violence, stigma and discrimination, risks for HIV infection, and health issues stemming from almost complete lack of access to appropriate health and medical care. The network serves as a platform for trans people to advocate for access to health, legal gender recognition, legislative reform, social justice and human rights and to exchange information and strategies with each other.
APTN has published several key reports, policy and technical briefs that have been used to inform programmes, policy and laws. Legal gender recognition deeply impacts the livelihood of trans and gender diverse people and is critical to ensure their dignity, rights and security. APTN is committed to working to ensure that so long as gender exists as a legal classification, that all people in Asia and the Pacific have access to identity documents that reflect their self-defined gender.

Background:
Under APTN’s healthcare pillars in its 2018-2020 Strategic Plan, APTN will build upon the Asia Pacific Trans Health Blueprint (2015) and the recommendations and road maps developed from the From Barriers to Bridges (FB2B) Conference (2017), to improve access to trans-competent HIV and healthcare services for trans people in the Asia and the Pacific region, and to establish mechanisms and enable advocacy holding governments and healthcare providers accountable for meeting their commitments to rights-based trans-competent healthcare.
APTN has developed a transgender healthcare and rights training module, an introductory resource on trans-competent and gender-affirming healthcare for medical professionals and other healthcare workers in Asia and the Pacific, particularly those in primary care including community-based health services. Through a self-paced and interactive course (developed through the Thinkific platform), the Toward Transformative Healthcare Module will increase healthcare providers’ knowledge, attitudes, and skills on providing trans clinical and culturally competent care.
Scope of Work:
APTN will hire a consultant or firm to develop/implement a targeted Campaign and Outreach to promote accessibility of the Towards Transcending Healthcare Module. The selected consultant/firm will develop and implement an effective, strategic, and gender-responsive communications campaign to promote access to healthcare and uptake of the Module by healthcare providers. The overall objective is to ensure the buy-in and sustainability of the Towards Transcending Healthcare Module and increase enrollment among trans communities and health care providers in Asia and the Pacific.
Tasks and Deliverables include the following:
The consultant/firm would be tasked with planning and implementing the campaign at all stages, including:
- Audience Research and develop Strategy and Execution Plan including KPIs, Campaign Metrics
- Production of Campaign Assets, Messaging, Materials
- Development of Content and Social Media Toolkit and graphics in English and multiple languages (minimum of 4 languages, depending on quotation and budget)
- Development of a 1 Min Advertising Video
- Campaign Implementation/Dissemination
- MEL and campaign analytics report
The campaign will last for one month from early August 2022 – early September 2022. Campaign timeline to be produced by consultant/firm, to be completed by 10 September 2022.
Prerequisite
- B.A. in Communications or other relevant fields and/or at least 5 years of experience in campaign development
- Previous professional experience with LGBT community organisations, medical field, and other international development organizations would be considered an asset;
- In depth understanding of knowledge and experiences of issues affecting trans communities
- Excellent command of both written and spoken English
- Consistent and reliable access to internet
- Responsive and communicative with Project Coordinator and APTN team while working remotely
- Excellent computer skills, proficient in Microsoft Office
- High level of self-motivation and at ease working independently when necessary
- Committed to the project and serving the community

Remuneration: The Consultant(s) must send a financial proposal based on the TOR. The total amount quoted shall be inclusive of all cost components required to perform the deliverables identified in the TOR, including professional fee and any other applicable costs to be incurred by the Consultant(s) in completing the assignment.
